He was past president of the Key West Sportsmen's Club and chaired the Key West Centennial in 1972. HAYES, Lloyd C. "Casey." (North Garryowen, May 4, 1923--Iowa City, IA, Oct. 28, 1987). Hayes, a member of the Dubuque County Board of Supervisors from 1977 until the time of his death, served as its chairman in 1979, 1982, and 1985. He was instrumental in the organization of the Key West Fire Department, Prairie League Semi-Pro Baseball League, and the Holy Name Baseball program. He was past president of the Key West Sportsmen's Club and chaired the Key West Centennial in 1972. Hayes was involved with the renovation of the DUBUQUE COUNTY COURTHOUSE and the gilding of its dome. He helped develop the community-based human service system and assisted in the acquisition of the MINES OF SPAIN property.
A list of inspired community involvement can be developed from Hayes' career. He was a vice-president of the DUBUQUE RACING ASSOCIATION and a former chairman of the Area Council of Governments and the Dubuque County Board of Health. Hayes served on conference boards for the East Central Intergovernmental Association Council, Road Name Advisory Committee, Dubuque County Board of Social Welfare, and the Judicial Magistrate Appointing Committee. He served on advisory boards of the Retired Senior Volunteer Program and the Dubuque Metropolitan Transportation Study. Hayes was a member of the board of directors of the DUBUQUE AREA CHAMBER OF COMMERCE Convention and Visitors Bureau, Operation New View, Scenic Valley Area Agency on Aging, DUBUQUE COUNTY HISTORICAL SOCIETY, and the DUBUQUE COUNTY BASEBALL HALL OF FAME.
Hayes introduced horse-drawn carriage rides to the CABLE CAR SQUARE area in 1986. In 1987 he added a second carriage built in Wisconsin and capable of carrying six, two more than his first carriage.
