DUBUQUE YOUTH COUNCIL. Organized on June 14, 1966 at its initial meeting made plans for a open air [[YOUTH DANCE]] on the top of the municipal parking ramp. The youth/adult group was the outgrowth of a meeting between Dubuque youth and city officials on June 21st.  Members of the council included Sal Sciremammano, a [[UNIVERSITY OF DUBUQUE]] student from Oceanside, Long Island, New York; Lynn Pregler, a 1966 graduate of [[SENIOR HIGH SCHOOL]]; Marge Reed, a senior at the [[ACADEMY OF THE VISITATION]]; and Pat Crahan. This executive committee planned responsibilities of each other for the dance with the female members taking he responsibility for decorations.

The Council decided that:
 
              ● Attendance was limited to high school students were who sophomores in the past school year and youth
                no older than 19,
              ● Boys must be dressed in slacks and a shirt with a collar; girls must wear a dress of shirt and
                appropriate accessories, but no shorts, slacks or jeans,
              ● No youth will be admitted to the dance if he appears intoxicated, and anyone will be escorted from
                the dance if he brings alcoholic beverages,
              ● The adult committee will provide couples to act as chaperons for the function and assist the youth
                at the ticket counter. Entry and exit to the dance will be limited to the Bluff Street entrance to
                the parking ramp.
              ● Dancers may not leave the dance and return without paying the 50 cent admission fee again, and no
                one will be admitted to the dance after 10. p.m.
 
Fynds raised by the first dance and future youth events will be used to finance the summer program.
