Encyclopedia Dubuque is owned and published by the Carnegie-Stout Library Foundation. The Carnegie-Stout Library Foundation is a private, non-profit corporation. Its purpose is to promote reading and lifelong learning in the many communities it services. The Foundation seeks to accomplish its mission by encouraging, soliciting, and accepting donations.
