CO DUBUQUE. Co Dubuque, an LGBTQ+ organization, in July 2016, was organizing a free "Beauty Workshop" at Fringe Salon at 80 Main Street. The workshop was planned to have specialists from local businesses demonstrate methods of hair styling, makeup, waxing and skin care. Co Dubuque president Luis Morteo explained that this was offered to show how to "utilize beauty to help build confidence and self-identity." It was believed that Dubuque was one of the first cities in the tri-state region to host such an event. More workshops were planned in the hope of attracting participants from Madison, Wisconsin and Cedar Rapids.
