ABCD MAIL SERVICE. By the end of 1963, Dubuque was one of ten cities in Iowa scheduled to have Accelerated Business Collection and Delivery (ABCD) mail service. This program provided for delivery by 3:00 p.m. of any letters mailed in the downtown business district before 11:00 a.m. The system was first tried in Lansing Michigan on August 14, 1962 and by February 1963 had spread to 99 cities in the United States.
