MILLS, C. M. (Washington County, PA, Oct. 20, 1847-- ). Mills' parents came to Dubuque in 1855 when he was only 8 years of age. C.M. received his education in this state, studied law in the office of his father-- Mills & Graham, and was admitted to the bar in 1869. In 1880 he helds the office of Justice of the Peace-was appointed in 1876, elected in 1877, and reelected in 1879.
