STRAYER, J. J. (York, PA, Aug. 28, 1869--Dubuque, IA, Dec. 6, 1937). Merchant. Strayer pioneered an easy payment plan for credit merchandising in Dubuque prior to the rise of retail chain credit in the city. He was particularly successful in applying the credit plan to the purchase of ladies' wear.
