ADAMS, Elsie Payne. (Unknown—Dubuque, IA, Nov. 18, 1941). Library founder. Well-known in Dubuque County for her work in the Parent Teachers’ Association, church work of ST. JOHN’S EPISCOPAL CHURCH, and the Federated Women’s Club, Adams was also a founder of the VISITING NURSES ASSOCIATION and the Dubuque County Library Association. Adams collecting books from her friends and distributing them to rural schools began the latter activity. As others joined her project, the association was formed.
