BARTELS, Carl. (Dubuque, IA, 1905--Dubuque, IA, Jan. 9, 1987). Surveyor. Bartels, a registered land surveyor and engineer in Iowa, Illinois, and Wisconsin, envisioned the DUBUQUE INDUSTRIAL PARK and performed the boundary and site survey for the JOHN DEERE DUBUQUE WORKS, DUBUQUE AIRPORT, and Kennedy Road. He served the city from 1935 to 1960 on the City Dock Commission and designed and supervised the construction of the riverfront.

In 1929 Bartels began work for the City Engineering Department and was later appointed the city building commissioner. In 1937 he founded the consulting firm of Cullen and Bartels. Bartels, a life member of the American Society of Civil Engineers and the Iowa Engineering Society, was named Engineer of the Year in 1978.
