GOOCH, Robert P. (Burlington, IA- ). Civil Defense Director. Gooch assumed his position in 1975 after serving as the Salvation Army director in Dubuque from 1964 to 1973. Active in local and national disaster relief programs, Gooch directed relief work with the Salvation Army during the Dubuque floods of 1965, 1967, and 1969.
