BREITBACH, Thomas William. (Dubuque, IA, Jan. 30, 1924-- ). County treasurer. Breitbach was elected county treasurer in 1974 when he succeeded the retiring Leo MEUSER. Although Breitbach recommended the appointment of his first deputy Eric STIERMAN to succeed him, the Dubuque County Board of Supervisors selected former state senator, Robert M. CARR.
