AREA SUBSTANCE ABUSE COUNCIL. A substance use and gambling addiction prevention center in Dubuque and eastern IOWA, the organization's goal was to get all patients the resources they needed. The organization offered assistance in both outpatient and residential settings. The agency also was involved in preventative work in schools and offices and helped patients obtain other resources as basic needs like clothing.

Payment for services was on a sliding scale and Medicaid and state-funded assistance were accepted. While alcohol remained the most commonly abused substance (59% of all patients), this was followed by cannabis (50%) and methamphetamines (25%). Patients were given a health screening to identify other needs. A "case navigator" directed patients to other social service agencies with HILLCREST FAMILY SERVICES being one of the most common referrals. The programming was not only abstinence-based and did not prioritize abstaining from drugs.
