O'CONNOR, Charles E. (Dubuque, IA,-Dubuque, IA, Jan. 30, 1985). Attorney. Following World War II, O'Connor served as legal counsel to the War Crimes Commission in Dachau, Munich, and Frankfurt, Germany. During the war he had been the hearing officer with the Federal Trade Commission in Washington, D.C. and later became associated with the Alien Property Custodian Office in Chicago. Following the war, O'Connor remained in Europe serving with the Displaced Person Commission in Germany. Later he opened a practice in Frankfurt that he continued until 1963.

O'Connor returned to the United States and became chief counsel to the House of Representatives Small Business Committee until his retirement in 1975.
