THURLOW, Katheryn Flynn. (Dubuque, IA, Oct. 3, 1950-- ). The untimely death of JoAnn REYNOLDS in 1992 left the office of County Treasurer open. Thurlow, then a clerk in the Treasurer's office, applied for the position, but the Dubuque County Board of Supervisors chose to have Deputy Treasurer James Powers fill the vacancy until an election in the fall.

Thurlow, with a long record of political activity for the Democratic Party, was selected as the nominee and won the special election. In January 2014 she announced that she would not seek re-election in the fall. She received a Certificate of Gratitude from the Dubuque County Democratic Party in 2014.
