RETAIL GROCERS' PROTECTIVE ASSOCIATION. The initial meeting to organize took place on October 18, 1893 in the Labor Hall. The objectives were mutual protection and regulation of trade. A committee was established to interview grocers not present at the meeting and to obtain constitutions and by-laws of similar organizations. (1)

The actual organization of the Retail Grocers' Protective Association took place on November 23, 1893. Jakob ZANGMEISTER was elected president. (2)

On May 2, 1894 the membership adopted resolutions asking the city council to increase the price of licenses for street merchants. The grocers maintained that in other large cities the licenses cost $50 while in Dubuque only $5 was charged. The merchants also wanted the street merchants to wear badges showing that they had licenses. (3)
