AUSTIN, Ruben V. (San Antonio, TX, July 28, 1915--Dubuque, IA, Apr. 10, 1996). MAYOR During the Great Depression, Austin rode freight trains for eight days to reach the UNIVERSITY OF DUBUQUE where he earned his bachelor's degree. He began teaching in 1936 in Coggan, Iowa.

Returning to Dubuque, he taught at the junior and senior high levels and then served as a professor and chairman of the department of economics and business at the university from 1946 to 1953.
