DUBUQUE HARBOR IMPROVEMENT COMPANY
DUBUQUE HARBOR IMPROVEMENT COMPANY. In 1854-55, the Harbor Improvement Company was organized for filling in the sloughs and effecting other improvements necessitated by the growth and wealth of the city. The company represented a large investment of capital and were conducted by men of financial ability and experience. The work done by them in their several fields had lasting value, but their officers decided to discontinue active operations when the a financial panic struck the city around 1857.
