EMERGENCY 9-1-1. Beginning in January 1992, all Dubuque County residents were able to dial 9-1-1 which allowed dispatchers at the Dubuque Law Enforcement Center to automatically get their address. Dispatchers could then contact the appropriate responder.

In October, 1992 microwave radio equipment installed in September would allow the correct responder to be dispatched automatically. County residents were paying for the 9-1-1 service through a twenty-five cent surcharge.
