MCLEOD TELEMANAGEMENT ORGANIZATION. Established by Clark McLeod of Cedar Rapids, the company opened an office in Dubuque on April 26, 1994. The firm was a cooperative buying group that purchased telephone lines in bulk and coupled them with long distance service. McLeod's application to provide local and long distance phone service was approved by the Iowa Utilities Board in December, 1993.

Customers would have a choice for local service and a combined offering of local and long distance service from one company instead of several. The company focused on small to medium-sized businesses with from one to twenty business lines.
