CREGER, Elizabeth (Goose Lake, IA--Iowa City, Iowa, Apr. 22, 1998). Creger graduated from the University of Iowa with a bachelor's degree in journalism and mass communication and joined the city staff as an intern in the law department in 1991. It was during this time that she drafted Dubuque fair housing ordinance.

After receiving her law degree in 1993, she was hired full time as a human rights specialist. She was promoted to human rights director in 1997 and founded the Dubuque Resolution Center, a confidential program using mediation to solve problems between citizens. Dubuque received an All-Star Community Award for the Center from the Iowa League of Cities.
