KERPER, Ruth P. (Dawson, PA, Sept. 25, 1916---Dubuque, IA, Aug. 4, 2008). Vice President of Prudential Securities, Phoenix. Kerper, the wife of Angelo KERPER, became the first female certified financial planner in Iowa in 1969. She lived in Dubuque from 1944 to 1971 when she moved to Phoenix. She returned to Dubuque in 2007.
