TAKOS, Peter Joseph. (Waterloo, IA,--Dubuque, IA, Jan. 7, 1987). MAYOR. Takos, a member of the city council beginning in 1958, served as the mayor of Dubuque in 1960. He took office with the intent of establishing a "Capital Projects Program," a system of evaluating various projects and completing them in the order of their importance.
