NOYES, N. W. (Geneva, Seneca Co., N.Y., Apr. 1, 1834--Dubuque, IA, Mar. 24, 1908). Noyes and his parents came to Wisconsin when he was twelve and he attended the common schools there. He completed his education in Illinois and then taught in Illinois, Wisconsin and Minnesota. (1)
Noyce was Superintendent in Beaver, Minnesota when he came to Dubuque County in July, 1867. He settled in Dyersville and held the position of principal of the school there for six years.
In January, 1873, he was appointed Superintendent of Schools for Dubuque County, and in October, same year, he was elected to the same position. He was re-elected in 1875 and by 1889 had held the position sixteen years. During his term of office he gave each teacher in the county a graded course of study, a classification register, and a system of making monthly reports to his office on the progress made. (2) Noyes was the first superintendent in Iowa to put the graded system into the rural schools. (3) He served three years on the executive committee of the State Teachers' Association and held the office of its first vice-president. He was one of the State Board of Directors of the Iowa Normal School.
Noye was united in marriage to Miss Catharine E. Cummings, a native of Pennsylvania, Jan. 1, 1857; they had five children. (4)
