LUCAS, Percy. (Dubuque, IA- ). Chief of Police. Lucas was named chief of police on March 1, 1960, succeeding Hugh Callahan. Lucas joined the force on December 17, 1927, and was promoted to detective in October 1946. Seven years later, he was named captain.
On June 10, 1970, Lucas announced his retirement. He was succeeded by Robert O'BRIEN who was then the Assistant Chief of Police.
