Before transferring to Hospice of Dubuque, she spent several years working in corporate accounting. At that time, the nonprofit was still in its early years of providing end-of-life care to local residents. Incorporated in 1982, the organization had just received Medicare and Medicaid certification shortly before Noel was hired. The organization had six employees and a few dozen volunteers. After Hospice of Dubuque’s first executive director, Barb Zoeller, retired in 2011, Noel assumed the role.
Noel led the organization for the next 15 years, overseeing continued growth and praise for the nonprofit. Each year since Medicare’s Hospice Quality Reporting Program was established in 2022, Hospice of Dubuque has earned a five-star ranking, the program’s highest rank.
For Noel, some of the best parts of her three-plus decades at Hospice were the people with whom she worked and the community connections she watched the organization form.
Hospice of Dubuque Financial Director Jackie Brehm is currently serving as interim executive director while officials conduct a search for Noel’s permanent replacement.
