For years, Apel was a member of the Milwaukee Shops Society and the Teamsters' Union.  He then worked for many years as a contractor for pine wood for the [[STANDARD LUMBER COMPANY]].

Apel ran successfully in 1908 as the Citizen's Non-Partisan candidate for alderman-at-large from the south end of the city for the Dubuque City Council.
