Steffen was employed by Price, Waterhouse and Company and then Raynond O. Duggan and Company, certified public accountants. He entered the life insurance business in 1930 as a salesman for the Home Life Insurance Company of New York, for one year, and then The Travelers Insurance Company in Chicago. Steffen returned to Dubuque in 1932 and worked with the Central Life Assurance Society of Des Moines until 1935. He then became the district manager for the Aetna Life Insurance Company.
