KRAMER, Richard J. (Dubuque, IA-Dubuque, IA, Jan. 1, 1982). Superintendent, Dubuque Park Department. Kramer, a life-long Dubuque resident, was superintendent of the park department beginning in 1959. He held memberships in the International Society of Agriculture, National Institute of Parks and Ground Management, Iowa Park and Recreation Association and the National Recreation and Park Association.
