Murray entered city government in 1973 as assistant city manager. Three years later he survived reorganization in the [[DUBUQUE CITY HALL]] to become acting public works director. In September 1976, Murray became the permanent director over a department that included engineering, streets, trash collection, and sewer and water operations. Budget cuts in 1984 nearly cost Murray his job which was saved by one vote. Surviving more reorganization, Murray became the director of public works and transportation in 1989.
