Bartels, a life member of the American Society of Civil Engineers and the Iowa Engineering Society, was named Engineer of the Year in 1978.

BARTELS, Carl. (Dubuque, IA, 1905--Dubuque, IA, Jan. 9, 1987). Surveyor. Bartels, a registered land surveyor and engineer in Iowa, Illinois, and Wisconsin, envisioned DUBUQUE INDUSTRIAL PARKS and performed the boundary and site survey for the JOHN DEERE DUBUQUE WORKS, AIRPORT, and Kennedy Road. He served the city from 1935 to 1960 on the City Dock Commission and designed and supervised the construction of the riverfront.
