Bartels, a registered land surveyor and engineer in Iowa, Illinois, and Wisconsin, envisioned DUBUQUE INDUSTRIAL PARKS and performed the boundary and site survey for the JOHN DEERE DUBUQUE WORKS, AIRPORT, and Kennedy Road.
