KENNEDY AQUARIUM AND PET CENTER. Beginning in 1984 exotic pets like lions, tigers, bears, scorpions, Gila monsters and a variety of snakes were by ordinance to be registered with the city clerk and confined to a cage. In 1990 the clerk admitted that only one snake, a boa constrictor which once traveled on the shoulders of its owner around Dubuque, was registered.
