EMERGENCY 9-1-1. Beginning in January 1992, all Dubuque County residents were able to dial 9-1-1 which allowed dispatchers at the Dubuque Law Enforcement Center to automatically get their address. Dispatchers could then contact the appropriate responder.

In October, 1992 microwave radio equipment installed in September allowed the correct responder to be dispatched automatically. County residents were paying for the 9-1-1 service through a twenty-five cent surcharge.

In 2019 the 9-1-1 Communications Center handled approximately 170,000 calls. 9-1-1 center personnel were certified in EMD (emergency medical dispatch), EFD (emergency fire dispatch), and EPD (emergency dispatch) by the National Academy of Emergency Medical Dispatch and provide pre-arrival instructions to callers needing medical assistance.
