In 1972 the Dubuque Area Legal Services Agency issued a report that attacked the grand jury system that it described as failing to represent a cross-section of the county's population. Clemens was one of four people who compiled the report which asked the consideration be given to its recommendations before a new jury commission was appointed. (2) | |||

CLEMENS, David. (Dubuque, IA- ). Clemens handled legal matters for the DUBUQUE RACING ASSOCIATION and served as its president. A partner in the firm of Clemens and King, he attended LORAS COLLEGE.
In March 1985, Clemens was appointed to the Iowa Department of Transportation Commission. He served as president of the DUBUQUE AREA CHAMBER OF COMMERCE and, in the early 1970s, led a drive to construct the Law Enforcement Center. (1)
