SCHOOL CROSSING GUARDS. Perhaps the first mention of the need for crossing guards to protect children going to and leaving school came in 1880. Alderman Jones offered a resolution to position a police officer at the corner of 12th and Clay between the hours of 8:00 a.m. and 4:00 p.m. to guard school children from passing vehicles. The Dubuque Herald noted that the street was their playground since there was not enough "yard room" to allow them to play.
