Schrempf first entered public life as president of the [[DUBUQUE TRADES AND LABOR COUNCIL]], a position he held for several terms. While serving in this position he was elected in 1922 to the city council for seven years. While serving on the council, he brought about changes in working conditions of the city firemen and police offices and improvements in salary for both departments.
