TIMMONS, William E. (Stanley, WI-). Insurance Commissioner, State of Iowa. Timmons was Dubuque County's first assistant county attorney and served in the position for six years. From 1957 to 1959 he was a member of Governor Robert Ray's Commission on Human Relations. Appointed by the governor to become Iowa's insurance commissioner in 1963, Timmons also held the presidency of the National Association of Insurance Commissioners.
