CARR, Ossian E. (Unknown-Oakland, CA, Jan. 10, 1970). City manager. From 1920 to 1925, Carr served as Dubuque's first city manager. In 1939 he co-founded Insurance Securities Incorporation Trust Fund of San Francisco. The Carr Hall of Science at Pennsylvania's Allegheny College was built in part with a $500,000 donation made by Carr and his wife in 1964.
