HERMAN, Fred D. (Dubuque, IA- ). Trooper, Iowa Highway Safety Patrol. Appointed to the Patrol on September 16, 1970, Herman served almost seven years before becoming a member of the first SWAT (Special Weapons and Tactics) team in the State of Iowa. On the first mission of the team in September 1977, in Sabula, Herman was shot in the head but survived.
