Gilbertson, a graduate of Juilliard, a faculty member of the San Francisco Conservatory of Music, composer in residence for the San Francisco Chamber Orchestra, and Pulitzer Prize finalist, founded the event founded the event as a way of "giving back" to Dubuque and the [[NORTHEAST IOWA SCHOOL OF MUSIC]] in which he was once a student. Although the event changed over the years, the primary purpose remained to support NISOM. A concert is annually presented along with a live performance with Iowa Public Radio before the concert at noon. Educational master classes were also offered.
