KRAMER, Richard J. (Dubuque, IA-Dubuque, IA, Jan. 1, 1982). Superintendent, Dubuque Park Department. Kramer, a life-long Dubuque resident, served as superintendent of the park department beginning in 1959. He held memberships in the International Society of Agriculture, National Institute of Parks and Ground Management, and the National Recreation and Park Association, and the Iowa Park and Recreation Association for which he was chairman of the parks section.
