LAY CITIZENS' AWARD. The award, sponsored by the DUBUQUE TEACHERS' ASSOCIATION was first offered in 1963. The first recipient was Edwin B. LYONS.

To qualify for the award, an individual did not at the time have to be connected with a school system, should be served in the general area of education in Dubuque, and be an established resident of Dubuque.
