Banker.  Winter was vice president of [[FIRST NATIONAL BANK OF DUBUQUE]] for thirty-five years prior to his retirement in 1984.  A former member of the board of directors of the Dubuque Credit Bureau and the Iowa Banking Association, he was a past president and member of the Dubuque Jaycees and treasurer of the Dubuque American Red Cross Board of Directors for thirteen years.
