HAY, Mortimer M. (Cooperstown, NY, 1821--Dubuque, IA, July 24, 1876). County sheriff. Coming to Dubuque in 1840 as part of a surveying party, Hayden decided to stay. He became city engineer and later a merchant. A captain of the city guards in 1854, he served two terms as county sheriff from January 1, 1857, to December 31, 1860, and was commander of a battery in the CIVIL WAR.
