CITY MANAGER GOVERNMENT. In 1917 local residents who later became associated with the Good Government League were instrumental in permitting charter cities like Dubuque to adopt a city-manager form of government. The leader of the movement locally was Dr. [[ALDERSON, James|James Alderson]] and the legislator who introduced the bill was [[SCHRUP, Nicholas|Nicholas Schrup]]. By 1920 through a vote of the residents, Dubuque was the first large Iowa city to change to this form of government from the former mayor-alderman system.
