DUBUQUE COUNTY ASSOCIATION FOR RETARDED CITIZENS, INC. Founded in 1953, DCARC was the first association in Iowa to help educable and trainable children go to school. This was before laws were passed in the 1960s mandating education for all people.
The association began summer camp programs including Albrecht Acres in 1975. With the help of other county associations and CATHOLIC CHARITIES, it opened AREA RESIDENTIAL CARE and helped plan and implement HILLS AND DALES CHILDREN DEVELOPMENT CENTER in 1973. TASK, a short version of "Talk About Special Kids," was founded as a support group for families with children with learning disabilities.
DCARC began in 1953 with 44 members and by 1991 had 357 members including parents, professionals, and people with learning disabilities. In 1991 the association estimated that it helped 1,500 people annually. An agency of the United Way Services, Inc. of Dubuque, DCARC provided counseling for people with learning disabilities and their families, awarded scholarships to students training for a career in special education and provided specific financial assistance for its clients.
