WINALL, James Wallis. (Dubuque, IA, Sept. 1, 1883--Dubuque, IA, Sept, 28, 1962) An active member of civic clubs and organizations, Winall was a member of the Dubuque Dock Commission, treasurer of the school board for twenty-one years, director of the UNIVERSITY OF DUBUQUE and the YOUNG MEN'S CHRISTIAN ASSOCIATION (Y.M.C.A.) and chairman of the board of trustees of ST. LUKE'S UNITED METHODIST CHURCH. At the time of his death, he was a director of the LINWOOD CEMETERY Association and a member of the DUBUQUE GOLF AND COUNTRY CLUB.
A graduate of BAYLESS BUSINESS COLLEGE, Winall was employed from 1904 to 1932 with the RIDER-WALLIS DRY GOODS COMPANY in Dubuque. He began as an errand boy and rose to the presidency in 1926. Winall, associated with the FIRST NATIONAL BANK OF DUBUQUE for over fifty years served as vice-president, director and chairman of the board.
