CITY MANAGER GOVERNMENT. In 1917 local residents who later became associated with the Good Government League were instrumental in permitting charter cities like Dubuque to adopt a city-manager form of government. The leader of the movement locally was Dr. James Alderson and the legislator who introduced the bill was Nicholas Schrup. By 1920 through a vote of the residents, Dubuque was the first large Iowa city to change to this form of government from the former mayor-alderman system.

The first city manager was Ossian E. CARR. He was succeeded by C. E. Douglas, O. A. Kretz, Roger M. Evans, Laverne SCHILTZ, Albin A. RHOMBERG, and Michael VAN MILLIGEN.
