On August 13, 1961, groundbreaking ceremonies were held for the construction of the church at 2145 John F. Kennedy Road. The original building was a combined worship area and parish hall. OUR REDEEMER LUTHERAN CHURCH. Anticipating growth on the west side of Dubuque, the Iowa District East secured an option on 3.5 acres along Old Timer's Road (Kennedy Road) in September 1959. The first service, attended by fifty-six people, for the "Dubuque Mission" was held on November 6, 1960, in quarters rented from the Dubuque County Farm Bureau. On the first anniversary of that service, Our Redeemer Lutheran Church-Missouri Synod was officially organized. Our Redeemer was incorporated on December 26, 1961.
