WATTERS, Thomas. (Rockdale, IA, Oct. 28, 1840-- ). Proprietor of the South Dubuque Mills; P.O. Rockdale. Previous to 1868, Watters was engaged in farming, and stock-dealing. He purchased an interest in the Rockdale (now South Dubuque) Mills; an additional purchase made him the largest owner in these mills. He operated the business with A.W. Hosford.
